4.       Developmental Disabilities Administration (DDA) The Developmental Disabilities Administration (DDA) - Western Regional Office is the main Maryland state agency that pays for services in communities for people with intellectual and developmental disabilities. These services can be accessed through Home and Community Based Medicaid Waiver programs. Our vision is that people with developmental disabilities and their families will have full lives in the communities of their choice where they are included, participate, and are active citizens.
